UNIDO ITPO Italy invitato a partecipare al Forum degli Stakeholder dell'iniziativa PRIMA
Siena, 22 Maggio 2017. UNIDO ITPO Italy è stato invitato a prendere parte al primo forum dell'iniziativa PRIMA – Partnership for Research and Innovation in the Mediterranean Area, lanciata da 9 Stati dell’Unione Europea (Cipro, Francia, Germania, Grecia, Italia, Lussemburgo, Malta, Portogallo, Spagna) e 6 Paesi non UE (Egitto, Israele, Giordania, Libano, Marocco, Tunisia) per sviluppare un programma comune di ricerca e innovazione incentrato sull’applicazione di soluzioni innovative nell’ambito delle filiere alimentari e delle risorse idriche nel bacino del Mediterraneo.
Lo Stakeholder Forum, organizzato presso l’Università di Siena, ha coinvolto industrie operanti nella ricerca e trasferimento tecnologico sul nexus cibo/acqua. In generale, il forum di Siena è stato teso a rafforzare la connessione tra ricerca, innovazione e know-how industriale, e a promuovere e stimolare l’adozione di pratiche innovative da parte delle aziende del Mediterraneo nel settore agro-alimentare. Lo sviluppo di soluzioni innovative all’interno del settore alimentare e della gestione delle acque ha un potenziale unico per promuovere il benessere delle comunità locali, la competitività delle imprese e lo sviluppo economico regionale, condizioni essenziali per sostenere inclusività e sostenibilità negli stati della sponda sud del Mediterraneo.
L’evento è stato organizzato in collaborazione con il Sustainable Development Solutions Network (SDSN) con l’auspicio di accrescere il potenziale di innovazione dell’iniziativa PRIMA e di informare gli stakeholder riguardo le sue attività, facilitando la partecipazione ai bandi che saranno lanciati a partire dal 2018.
Oltre che ai rappresentanti del mondo accademico, l’invito a partecipare al Siena Stakeholder Forum è stato anche indirizzato ai rappresentanti di aziende operanti su tutta la catena di valore della filiera agro-alimentare, startup innovative, policy makers del settore e istituzioni finanziarie.
Dal punto di vista di UNIDO ITPO Italy, la partecipazione allo Stakeholder Forum è stata particolarmente importante in virtù della forte coincidenza di temi ed obiettivi condivisi con l’iniziativa PRIMA. Infatti, la sponda meridionale del Mediterraneo è un’area di grande interesse per UNIDO, oltre che per le istituzioni e le aziende agroalimentari italiane.
Inoltre, da un punto di vista prettamente settoriale, il sostegno all’innovazione e al trasferimento tecnologico all’interno delle filiere agribusiness come base per la creazione di partnership internazionali sostenibili ed inclusive è perfettamente in linea con in mandato di ITPO Italy. Il ruolo di primo piano acquisito da UNIDO ITPO Italy in questo settore è evidenziato da molteplici attività, in particolare modo enfatizzato negli ultimi anni attraverso l’organizzazione del Premio Internazionale in Agribusiness, giunto alla sua seconda edizione, e da partnership strategiche con stakeholder quali Seeds&Chips e molti incubatori e cluster agroalimentari da tutto il mondo.
L’Assemblea Generale di PRIMA è stata presieduta dal prof. Angelo Riccaboni, dell’Università di Siena, in rappresentanza del Ministero dell’Istruzione e della Ricerca della Repubblica Italiana.
Il Comitato per il Controllo Normativo della Commissione Europea alla fine di luglio 2016 ha espresso un parere positivo nell’ambito della Valutazione d’Impatto dell’iniziativa. La Commissione ha redatto quindi una Proposta Legislativa di Decisione del Consiglio e del Parlamento con tutti gli elementi legali e finanziari necessari alla partecipazione dell’Unione Europea a PRIMA sulle basi dell’Art. 185 del TFUE.
Il Consorzio PRIMA deve adesso definire i rilevanti aspetti legali, scientifici e amministrativi, essenziali per l’avvio e l’implementazione del programma PRIMA: in particolare la definizione del PRIMA Implementation Structure, l’elaborazione di una Strategic Research and Innovation Agenda (SRIA) del programma e del suo programma di implementazione per il periodo 2018-2024 e del Work Plan 2018 per essere in grado di indire i primi bandi già a partire dall’inizio del 2018.

Partnership for Research and Innovation in the Mediterranean Area (PRIMA), an initiative launched by 9 States of the UE, Cyprus, France, Germany, Greece, Italy, Luxembourg, Malta, Portugal, Spain and 6 non-EU countries Egypt, Israel, Jordan, Lebanon, Morocco, Tunisia to participate in a EU joint research and innovation programme focused on the development and application of innovative solutions for food systems and water resources in the Mediterranean basin.
The Stakeholder Forum, organized at the University of Siena, was aimed at engaging industrial actors in the Euro-Mediterranean Research and Innovation on food and water themes. The Siena Forum generally aimed at reinforcing the link between research, innovation and industrial know-how, and at promoting and stimulating adoption of innovation in Mediterranean companies of the agrifood sector. The development of innovative solutions in the food and water systems can promote the welfare of local communities, the business competitiveness and the regional economic development, which are essential conditions for more sustainable and inclusive Mediterranean societies.
The event was organized in co-partnership with the Sustainable Development Solutions Network (SDSN) and wished to enhance the innovation potential of the PRIMA initiative and to inform Stakeholders about the PRIMA actions, making easier the way to participate to the calls for project that will be launched in 2018.
Together with academic representatives, the invitation to participate the Siena Stakeholder Forum was particularly addressed to representatives of businesses belonging to each of the agrifood value chain phase, innovators and entrepreneurs, agri-food industrial policy makers and financial institutions.
UNIDO ITPO Italy’s participation to the SH Forum was very important due to the coincidence of common themes and objectives shared with the PRIMA initiative. In fact, the southern shore of the Mediterranean is an area of great interest for UNIDO and the Italian institutions and companies.
In addition, from a sectorial point of view, to pursue innovation and technology transfer on the agribusiness value chains as the basis for the creation of sustainable and inclusive international partnerships is perfectly in line with the mandate of ITPO Italy. This leading role acquired by UNIDO ITPO Italy in this sector is evidenced by many activities, in particular in the recent years witnessed by the organization of the International Award, now at its second edition, and the strategic partnerships with stakeholders such as Seeds&Chips and many incubators and agrofood clusters from 5 continents.
The General Assembly of PRIMA was chaired by prof. Angelo Riccaboni, of the University of Siena, on behalf of the Italian Ministry of Education and Research.
The EC Regulatory Scrutiny Board at the end of July 2016 gave positive opinion on the Impact Assessment of the Initiative. The Commission has drafted a Legislative Proposal for a Decision of the Council and the Parliament with all the required legal and financial elements for the participation of the Union in PRIMA based on Art. 185 TFEU.
PRIMA Consortium has now to define relevant legal, scientific and administrative aspects essential for the activation and the implementation of the PRIMA programme: in particular the definition of the PRIMA Implementation Structure, the elaboration of the Strategic Research and Innovation Agenda (SRIA) of the programme and of its implementation plan for the period 2018-2024 and the Work Plan 2018 in order to be ready for the official Kick-off during the Maltese Presidency of the EU, and to be able to launch calls from the beginning of 2018.
